To the Peoples of Russia and Ukraine,

Our objectives have been met. MThe strategic realities of this conflict have been forged, our capabilities demonstrated, and our security perimeter drawn. The combat mission is complete. Continuing forward merely feeds the machine of unnecessary ruin. True power does not posture; it commands the battlefield, dictates the terms of engagement, and dictates the terms of cessation.

Therefore, the order has been given: All offensive operations cease immediately.

Within ten days, all armed forces under our command will execute a full, organized withdrawal from all contested Ukrainian territories. The land is returned. There are no hollow apologies, no negotiations born of desperation, and no admissions of failure. This is not a retreat—it is a calculated, unilateral termination of hostilities.

Simultaneously, an unconditional, comprehensive exchange of all prisoners of war will commence immediately. Every soldier held will be returned to their home soil. The ledger is cleared.
